Established through Presidential Decree 1436, the Cagayan State University is the second largest state institution of higher learning in the entire Cagayan Valley Region, as per the enrollment and number of curricular program it offers. It has about 10,400 college students; around 600 are graduates and remaining ones are undergraduates. Every year, approximately 20,000 students graduate from this university, while the 10,000 fresher enter the university, which is a great record. This is the only university in Philippines that has its own extensive system of jeepney transportation due to its geographic location.

The Cagayan State University is also world famous for offering courses like - liberal arts, business and economics, natural sciences, engineering, technology, social sciences, law, medicine and allied professions, agriculture and fisheries and teaching.
