Dagupan City is a 1st class city in the Philippines that is an independent component city in the province of Pangasinan. Located on Lingayen Gulf on the island of Luzon, the city is the chief port and commerce center for the Northern Luzon region. The city is known as the bangus (milkfish) capital of the Philippines because of its abundance of fresh bangus. The city's name is derived from the local term pandaragupan meaning 'gathering place' indicative of the city’s role as the regional market center for centuries.

It has been ranked on the basis of costs of doing business, dynamism of local economies, infrastructure, responsive local government and human resources potential.

The private sector-driven centers of education and the University of Pangasinan, University of Luzon and Lyceum-Northwestern University combined include 14 colleges and 18 vocational schools with 3 technical learning centers.
