Non-Formal Courses in Philippines were begun with the aim of empowering people to obtain some sort of vocational guidance. The intention has been to offer desirable knowledge, skills, attitudes, and values that will enable them to think critically and creatively for improving the quality of their lives.

Focusing on out-of-school youth and adults, non-formal courses cater to need-based literacy programs allowing them to continue with their education through development projects. Activities falling under this range from functional literacy, adult education, vocational training and leadership workshops.

This branch of education is now governed by the Bureau of Non-formal Education and it dates back to 1829 when civic educational lectures were started in Philippines. Non-formal Education was officially started in 1973 and is part of developmental activities. It has a three pronged approach that focuses on literacy, continuing education and staff development.

The bureau outlines its functions as follows
» Serving the needs of those unable to avail of formal education.
» Expanding access to educational opportunities.
» Providing opportunities for the acquisition of skills to ensure employment.

At present, non-formal education in the Philippines has four thrusts - family life skills, including health, nutrition, childcare, household management, and family planning; vocational skills; functional literacy; livelihood skills.
